Yes. This is device is a combination LTE modem and wifi-ethernet router. You can use this as a router without LTE but you might want to consider a different router better suited to your needs

You need a SIM card. I have always bought unlocked Apple IPhones in which I can insert whatever SIM card I want. My ATT and T-Mobile plans were the same, and I had a SIM card so I could switch them around. Also most European companies use SIM cards so I also had a French plan. Verizon uses a different system. Some of the cheaper plans also use SIM cards. I am not familiar with what pay ahead plans are available, but I’m sure that there are some, You want to be sure that the plan has enough data. The voice calls are not important for this.
