“I'm moving into a 240 unit complex. It has free wifi but I will be on floor 10 of 14 and was told the signal would be weak and I should get my own wifi. Would this work or am I out of luck on free wifi?”

I doubt this device will work for your needs. You need both proximity to and control over the router to get the Netgear extender to work properly. There are some other devices that may work but it is unlikely to be reliable or fast enough for uses like video, gaming or up and downloading large files. I would opt for the least expensive deal you can get from your local internet provider. YOu should be able to get resonable internet service for around $50 per month.
