• If your using a phone with wifi only, and not have celluar service along with it then yes you can.

• The verizon port I am assuming is your connection to the internet. THe router will work with our the verizon port that means that you can connect to your local network which is the router but you will not have internet access with our connecting it to your verizon port which I am assuming id=s the internet. Please feel free to ask me questions or correct me.
