“Once I put this system on a monitor can I see what's going on outside live constantly or does it only show you what's going on outside when it's motion detection has been set off.”

You can see live 24/7 on the monitor and there is an icon that pops up in the live feed when motion is detected.

You can customized the window configuration on your monitor to your own preferences. Each camera relays the live feed footage individually, but once motion has been detected the monitor prioritizes cameras detecting the motion as well as simultaneously recording the motion activated units as well. If you have set your monitor preferences to view all cameras at the same time, when one unit detects motion, the system will select that camera and show the footage on the largest viewing window until motion has ceased and then will continue to show all operable units live.
