“Can you use this 12 month membership any time? My soon to be daughter-in-law already bought a membership recently, but I thought this would be something she would use after that one is used. Is that how it works?”

You can have up to three years of Nintendo Online membership for an account so if they used that and just had a year's worth it should extend that current membership no problem.

Usually the 12 month membership would be a code that can be redeemed at any point, so your daughter-in-law could use this code once her current one expires or whenever she would like. It's also possible to add to the current membership using this, as in if her membership has 2 months remaining and she can add 12 months to make her membership be for 14 months.
