It is best to buy the phone unlocked then you can use whatever carrier your device is compatible with whenever you like. If you buy it locked then the carrier you chose will have to unlock it. You will have to meet your carrier's criteria before they will unlock it. As an example, some carriers require that you have active service for a set amount of time before they will unlock your device. If you are uncomfortable attempting to unlock your device then I would find a walk in store for your carrier and ask them to assist you with the unlock.
