Nvidia last month signed a deal with Samsung to produce more 8nm chips, one cause of the shortage and this will definitely help out as well as them reintroducing the production of 2070 and 2080 cards. I know you were interested in the 30 series however and to get a hold of one, every Tuesday and Friday 8am to 9am PST or 11am to 12pm EST, be ready on the website (they don't drop every tues/friday but they might, usually tuesday) with many tabs open and the app on your phone open, and just wait, this last Tuesday I grabbed one by doing this.
