Scalpers are going to be a problem for the foreseeable future until the supply stabilizes. You are most likely not going to be able to order one online unless it is through a scalper since bots buy up all regular supply as soon as it is posted. Your best bet is to find out when a graphics card drop is going to be and camp out overnight at the best buy that has it
