It is possible to put in place measures to resist scalpers buying multiple cards. Micro Center for instance requires a state ID to purchase a GPU and there is then a 30-day hold on that household, not just person, from buying any other GPU at any other Micro Center. Bypassing this requires either a paid proxy or a very good quality fake ID (since they scan check them), both of which cut into the scalpers' profits. That said it comes with a downside I don't think Best Buy wants - ever since Micro Center moved to this system there has been a permanent shantytown in their parking lots as people maintain permanent lines to be first in line any day they get stock replenishment. It's off-putting to other customers since it's by definition people in tents or just sitting on the sidewalk in this heat who haven't showered in days and of course has exposed the people sleeping in front of stores to be targets of crime. There's no easy solution here, even doing the sensible thing of banning cryptocurrency won't fix this until the superconductor shortage also resolves. The sad reality is the average consumer will probably never have the opportunity to be able to just go to a store or website and buy a 30 series card at retail. The 40 series will be out by then, and may even launch at prices closer to what they're being scalped at now since manufacturers see those prices and learn the lesson we're pricing GPUs too low.

It would be an absolute logistical nightmare trying to allocate even number of stocks throughout the entire country. Secondly, there's nothing stopping these 'real people' from buying multiple cards in same/different bestbuy loations if they were available in store.
