What is the best AMD Processor to pair this with? null

Best amd processor is the 3950x ryzen or the threadripper 3990x

Depends on what resolution you will be running and what you will be using the PC for. Assuming you want to use the card for gaming, it would depend on what resolution. At 1080p you will use a lot of CPU power so get a good one, Ryzen 7 or Ryzen 9 series to circumvent the bottlenecking. At 1440p its already mostly GPU so any mid range should do well. Ryzen 7 series ( I am going for 1440p 144fps+ so I got the Ryzen 7 3700x) At 4k its almost all GPU power so you can get away again with a Ryzen 7 series maybe even a Ryzen 5 series.
