Ravage man is partially correct. While Nvidia does bin their GPUs to sell the best card, they also sell the same high bin GPUs to AIBs. So while many of the AIBs are selling the lower quality GPU, most OC versions of cards will be Nvidia high bin GPUs which are clocked higher than FE and therefore "faster". Cooling is not known this generation, but Nvidia did do a great job this year, so it will be really hard to tell until testing comes out.

But if you overclock, the Strix will be better performance-wise most likely, they are going to crank up the allowable power. This assumes the Strix card doesn't throttle because of thermals once past the power limit of the founder's cards. Although these founders cards are using custom PCBs and a great cooler, they are strict on the power limit, at least looking at 3080 reviews and applying the same rules to the 3090. If you don't use water cooling, the founder's cards will have the best cooling efficiencies from an obvious physics perspective: most of the card is a heat sink and uses volume more effectively than a typical 3 fan setup. Strix cards for the 2080 ti's had some of the highest power limits with overclocks, which turns into better performance. It's not linear gains, but it does do better.
