“I have not been able to install the oculus software. I got a message that 2 windows hotfixes needed to be installed first. But my computer told me that these hotfixes were already installed. I tried to install the software before I buy the hardware.”

Try uninstalling the 'hotfixes' that is says are required. then reinstall them using windows update. The software automatically installs during the setup of the hardware, so it might require the hardware, as a way to avoid copycat hardware using the software. I would highly recommend double checking your system requirements then use the hardware to install the software.
