When will it restock? null

Since Quests are very high demand you will have to wait until there is an update by checking the page regularly. I myself waited for 3 months after the Christmas holidays to get mine. If you're mostly going to use it for PC and some wireless VR then I would recommend getting the 64gb version since that is the one I purchased.
