The Oculus Quest DOES NOT require a PC. Just a modern smartphone to set up the headset when you boot it up for the first time.

The Unit hooks up directly to your WiFi and it only takes a half a minute to do this, likewise with hooking up the blue tooth between the unit and the hand controllers. It took approximately 4 to 5 minutes for the unit to hook up via blue tooth to me cell phone. Yes you need a smart phone only as a conduit.
