Download Asus's GPU tweak for their RTX and you can make a custom fan profile. I set mine to blow 70% at 80c and haven't gone over 80c since. Stock seems to only blow up to 50%.

I tried adding a 120mm bottom intake and setting a custom fan curve with msi afterburner, but it was still idling and maxing way too high (idle mid 40s C/load 70+ C). Couldn't do anything for the cpu as the hp bios keeps fan info and control on lock. Wound up taking the main guts of my omen (cpu, gpu, ram and storage) and transplanting them into a fully featured motherboard and chassis with actual airflow in mind. Cpu now idles in the mid-high 20s C, haven't seen it top mid 50s C when gaming. Gpu is now idling around 30C and maxing in the mid 60s C which I'm good with. What you save buying an omen is later spent solving the temp issues with their cases. 85C might be within spec, but that's dangerously, and needlessly, close to the limit. And operating a pc at or near its limits is going to have a negative impact on longevity of a $1000+ investment.

I purchased a all metal monitor stand and placed my desktop on top of it to keep it off of the floor and my GPU is currently at 106F. I would advise to not put it directly on top of your desk or floor elevate it and you should see an improvement. If not you may just have an issue.
