No. It means that you must activate it ASAP when it arrives. Think you have 14 days or something. I ordered my current phone from Best Buy in May of 2019 and I choose "activate now" for the best peice - it arrived in the mail 5 days later (my current phone at that time kept working) and I activated the new phone the next day.
