I don’t know about Genie but I definitely recommend the Ooma phone system. You can’t beat the price. 
If you make out of country calls however it will be an additional cost.  I personally like having a landline as I don’t want my cell phone used except for friends and family and certain kind of business transactions only

With Ooma you do not need to buy the Premier package (9.99/month) all you need to pay for are the monthly taxes. So no you do not need to pay 9.99 a month but yes you do have to pay taxes every month.

It depends on what features you want to have with Ooma. The basic Telo does not include the premier home services, such as caller Id, robocall blocking, multi-ring, and some others. I believe the Genie model includes those features. They are about $9 more in addition to the monthly tax if you get the telo. I don’t use those features and I pay about $6 a month. The tax depends on where you live. You may want to contact ooma to clarify the charges.
