In my experience yes, all toaster ovens get hot on top. I use this feature for warming a slice of bread to go with whatever I'm heating in the unit. If the oven is kept under the cabinet, just remember to pull it out when using , because of the heat. I'm very pleased with this Oster toaster oven.
