Rubber for the inner first part and hard plastic as outer part.

No - it’s a hard plastic exterior, with a rubber liner.

The design of the Otterbox Commuter has a rubber-like inner layer plus the polycarbonate outer layer.

It has a hard shell exterior over a rubber inner case. It leaves a rubber edge on the side of the phone screen. So if you put the phone face down it won't slide around, but if you put it face up it will. Hope that helps.

It is rubberlike where it meets the edges of the phone then harder plastic on outermost and back
