I only played the original Overcooked a few times, but yes, Overcooked 2 is the same concept with different recipes and levels, and a different storyline.

It is a different game in terms or story and content but the same in terms of gameplay. It is a sequel but in this type of series, it is just an improved version of the original. Like the next year's madden per say.
