• Yes - this is a foil-style shaver. It is a wet/dry shaver which can be used in the shower as well.

• Yes, the blades inside behind the "foil" (the metal part with holes that you place against the skin) move back and forth along a line and generally look similar to this Panasonic model. The other kind (rotary) has blades that spin, look at Norelco models if you want to see what those look like.
