Here's how the lights indicate charging status:
Solid Green: The battery is currently charging.
Lights Off: The battery is fully charged.
Flashing Green: This indicates a problem with the battery, such as it being non-rechargeable or incorrectly inserted. 
The Panasonic eneloop charger features individual charging, meaning each battery is charged and indicated separately, and the light for each battery will turn off as it reaches a full charge.
