YES, you CAN play CDs, including MP3 encoded CDs, on the device. However, the player will NOT play SACD or DVD-A, i.e. Super Audio CD or DVD Audio, if you don't know what those formats are, don't worry about it, they are not very popular and are really made for audiophiles.
Also, if you are interested in playing CDs on this player, or music in general, you might be better off buying the Sony - UBP-X800M2 4k UHD blu ray player, it is said to have much better sounding audio, it is the best player for music playback in the price range. The Panasonic has SLIGHTLY better image quality which is said to be just a tiny bit more vibrant. And with Bluetooth built-in, the Sony is able to stream music directly to your Bluetooth speakers or headphones, bypassing all the wires and cables, if you want to.
When it was on sale, the Sony X800M2 player was the same price as the Panasonic, but currently, the sale has ended and it is more. You might check other websites/online retailers where the price has not gone up yet, or ask Best Buy to do a price match.
