“I see this computer has pleanty of storage and memory, but why only 1.7 gigahertz Processor Speed if its an Intel 8th Generation Core i5? I'm concerned with the CPU speed. Please explain.”

It is really hard to judge a computer based on the base clock speed. Older computers ran on full power at all times even when it was not needed. This wasted a lot of electricity, generated waste heat as well as wear on the components. New computers have technology that allows them to run at varying clock speeds so that the computer is only working hard when it needs to. You never notice the change. So 1.7 is only the lowest speed. It can reach much higher.
