Are you referring to Cortana, the Personal Assistant built into Windows 10? When setting up the PC it includes an option to not allow Cortana to run at full capacity but she still exists as a basic internal search. If you want to remove the bar completely I recommend reaching out to the Best Buy Geek Squad to assist with that technical task.
