• Call your local BB, they only sell steelbooks if their are any extras in stock

• Probably on eBay for a hefty price, but I doubt it will be available on Best Buy (where it's exclusively sold) after release. I can't confirm yes or no, but given that special editions (including steelbooks) of other Persona games are scarce after release, I'd advise not to get your hopes up.
