I believe you can do that. I have my lights all in the same room, and I tell Alexa to turn on those lights. They all turn on. The hue app also has zones. I think it just depends how you set them up in the hue app. If all the lights are setup under one name ( like living room or kitchen), Alexa should be able to turn them all on at once. I'm not an expert, but this is how I've been able to use hue lights with Alexa in my home.

For example I have two in the Master bedroom (one in each nightstand lamp), so if I tell Google to turn on/off the Master bedroom both lights will react. I name them as two different lights so I can still turn them on/off individually. I also have two in the living room and in my theater room (in different lamps) and can do the same thing. I also have a fixture in the upstairs hall that takes two bulbs, so I just call it Upstairs hall light ( I made it a room) so when I tell Google to turn on/off the upstairs light both bulbs turn on/off.
