• Not unless you can set up the router as a repeater. It has to have internet access directly by wire to work.

• Yes I believe so because when my Internet goes out I’m still able to control my lights through the router that I’m using so I won’t have Internet access but I can still control my lights

• Yes. Just connect the Phillips hub to your router, and you can then also connect (or not) the router to that shared internet connection. It will allow you to command your devices from outside your home. But without internet they still work , as long as you are on the same WiFi the hub is.
