Technically no. You could physically turn them on and off by removing the power source (either by removing the power outlet or by a wall switch). They revert to the default setting of a bright warm white. You would not be able to change colors or brightness.

The lights talk to the bridge, and the bridge is what actually talks to the app on your phone, or the wireless light switches for the lights. You only need one bridge, however. As long as all of your lights are on the same wifi network, you can use one bridge to work with all of them (strip lights, bulbs, or any other Philips Hue lights, or any combination of them).
