You need this if you want lights to change color based on whats on your screen. This allows up to 4 hdmi to pass through it. If you stream from a pc there is a free app

It depends what you have and what you are trying to achieve. If you just have the bulbs and the hue bridge then no need for the HDMI sync box. The HDMI sync box lets you control your smart lights to your on screen tv content. For example the light strips that go around the tv or the play light bars near the tv.
