Is this brush dual voltage? null

Yes. I used it on my trip to France.

It is USB powered. Any voltage as long as you are using the right charger. But just use your computer for all means if you are uncertain.

Phillips recommends charging only with UL approved adapters with input ratings (100-240 V -; 50/60 Hz; 3.5W) and output rating (5Vdc; 2.5W). Given that recommended voltage range, I would say this qualifies. So if you have a 5V USB wall adapter (Type A) you should be good. Phillips says to only use a 5V IPX-4 adapter in the directions.
