• Yes it is. And even if it wasn't, you could reformat it to fat32. Just search How to Format USB Drives with FAT32 using PowerShell (command prompt).

• You can trick this into happening with large allocation unit sizes by 3rd party utilities, but you have no guarantee that the resulting file system will be usable. Not many operating systems would support the reading and writing of such a formatted device. Windows itself limits the operation to partitions of 32 Gigabytes or less. Do not use this drive for a device that only uses Fat32.
