No, it won't make your PC any faster. This just gives you a portable storage drive so you can carry around/transfer files between computers. Depending on your version of Windows, it may include a feature called ReadyBoost that allows you to use a flash drive (like this one) in a way similar to adding additional RAM. This is the only way it MIGHT improve overall performance, but is not really meant as a permanent upgrade.

Performance issues can be related to lots of issues, CPU performance, running out of memory, slow graphics, etc., so hard to answer your question.
