As far I know I think you can choose your gender in either version on Pokemon let's go.

Hi, you can choose the gender, but customization of eye color, etc is very limited at the beginning (not sure if you get more as you progress tho), hope this help :)

No, you can select either a boy or girl and you can choose from 4 different skin tones for your character.
