In Let's GO Eevee, a Eevee is your primary Pokemon.
In Let's GO Pikachu, a Pikachu is your primary Pokemon.
There are some Pokemon that are exclusive to each game.

There are a handful of "edition" specific Pokémon that cannot be found in the opposing edition. Also (perhaps obviously) the starter Pokémon correspond with the game title.

Let’s go pikachu and eevee has different exclusive Pokémon’s. And also the biggest part is which Pokémon (either pikachu or eevee) you like best because they do not evolve through the game and will be your partner throughout as well.

There are two big differences: Your partner is Eevee instead of Pikachu, and there are exclusive pokemon in Eevee that are not in Pikachu edition and there are some exclusive to Pikachu edition that are not in Eevee edition. You can access them by trading with someone with a Switch that has the other version, or if you have Pokemon Go on your phone, after reaching a certain point in the game you can trade them to yourself from your mobile game. Otherwise the game play and story are exactly the same.

The difference is the pokemon you start off with is either evee or pikachu as well as I believe you can only capture certain ones from each game. Meaning some pokemon will be missing from evee and vice versa so it helps finding others that have the different game to trade those other pokemon so you can catch them all.

In this game your main Pokemon/companion is Eevee, not Pikachu. Also, some pokemon are exclusive to either this version or Let's Go Pikachu (about 15 pokemon in Let's Go Eevee are not available in Let's Go Pikachu, and vise versa). You'll have to trade pokemon with someone who has the version you don't have in order to complete the pokedex entries. Otherwise, it's the same game experience.

There is no difference in the games except the character you start with. The Evee version has Evee available and you unlock Pickachu. In the regular version you start with Pickachu and unlock Evee.
