Yes. All the video games and movies I've preordered over the years from Best Buy have been delivered on release day, sometimes sooner. As long as you order at least 2-3 days before it's released. Shipping usually takes two days for most areas.
I’ve bought preorders online before usually get the game the day it comes out but timing is dependent on the delivery service. FedEx , UPS, USPS, AMAZON etc

You have better odds of release day delivery if you ship to your home and not to a PO Box. I usually find my BB preorders come 1-2 days after release day, but I live in the middle of nowhere.
