Somewhat, you don't have to go in any particular order necessarily. But there are gyms you compete in and after you've beat them all you are invited to the league to try and become a champion. Similar to the old games but a little more free flowing. There are also camps to defeat that revel some minor story elements and other things if you're interested in them.
