A:Answer The game has permission for the DLC built into the cartridge. There is not a code in the box for the DLC expansions, the cartridge alone gives you access.
DLC#1's data is on the cartridge and you could play that without any additional downloads.
DLC#2 isn't out yet, and the game will have to download an update once it's available. The cartridge will allow access to it as if it were already purchased without any download code entry needed (unlike the base game), but the content of the DLC#2 data itself doesn't exist on the cartridge.
So there is technically a difference between the original release's cartridge and this one, but some may not like that the second DLC will need to be a download later and that the cartridge isn't "content complete" without a download (which is why the box says 'download required' on it)
