• I’m not sure how long it takes I actually left mine for a day. However you can always connect it to the switch and it will tell you how much battery life you have on the Joy con. I hope this is helpful.

• No. Mine charged rather quickly. I'd double check all the cords, unplug/replug everything (maybe try a different outlet), and then contact Nintendo of the issue continues.
