The quest is your graphical interface for your racing experience. So you are able to use it with all wheel setups on PC.

It doesn't. If you are looking to do VR racing/driving/flying with wheel/joystick you need to do with via PCVR. You have to run the game on a gaming laptop/pc, the wheel/joystick plugs into the pc via USB. The Quest also plugs into the PC via USB.
