• The quest is your graphical interface for your racing experience. So you are able to use it with all wheel setups on PC.

• It doesn't. If you are looking to do VR racing/driving/flying with wheel/joystick you need to do with via PCVR. You have to run the game on a gaming laptop/pc, the wheel/joystick plugs into the pc via USB. The Quest also plugs into the PC via USB.
