• Yes, batteries come preinstalled, with a pull tab need to be removed to power the controllers, as well as a USB-C charger and adapter

• Yes, everything is included. You may want to purchase a new head strap, preferably with a battery. The strap for comfort and the external battery because you are not going to want to stop playing once you start! Lots of tip videos for meta quest 3 & 3s on YouTube also
