If purchased new, yes you'll get Windows 11 for free. I bought my used and got Windows 10. The 360hz is more of a marketing headline than anything. Simple games like rocket league or minecraft it will hit 360hz but triple A titles like COD, Forza or Elden ring will not. Yes, it has a 3080-8GB graphics card. It is the Max Q (smaller less powerful) version due to the size of the laptop. Best Buy and Razer are legally obligated to report accurate specs. No scam here, I'd be hesitatant on websites like Wish or Alibaba, haha.
