• You get this from the duke the first time you get to him in the game. All your weapons charms are there along with the other dlc items.

• You purchase it at the shop at no cost when you reach the vendor as you progress the story.

• The merchant sells it for free whenever you encounter him in game. It'll be along with the other dlc bonuses. It's an in game charm not a real life charm.
