Yes, it has the rumble wheel and lit marquee. Though not all the racing games support the rumble. As for sitting, you can either use a tall stool in front of the cabinet on the riser (which is what I do sometimes), or you could remove the riser and just slide the pedal plate forward. The pedal plate fits nicely in the notched area of the riser, but you can easily slide it forward. It just has a long cable that goes under the cabinet and connects in the back. You could run that around the side and put it directly on the floor, though keep in mind the pedals will stick out a few inches farther than they do when sitting inside the riser.
