Yes, you can view it from anywhere so long as both the floodlight and your cellphone have an internet connection.

Yes, the ring setup will work. As long as your ring device can connect to a good WIFI signal at your secondary residence, the video it collects is stored in the cloud where you can access no matter where you are with an internet connected phone, tablet, or computer.
