Hi IKMNY. Thanks for reaching out. The Ring Indoor Cam (2nd Generation) is powered using a 7W USB-A power adapter. It will only use cellular data when activated by an event, when recording an event, or when you access Live View in the Ring app. If it doesn’t detect motion or isn’t activated with the app, it won’t use your data.
