“Hi if the wired ring cam is mounted on the wall outside and the wire is cut by an intruder . Does the camera have a built in battery for it to still record ? I'm sure I've read this in previous descriptions. Thanks”

No. I would suggest you mount the camera high enough where it would be an inconvenience for them to get a ladder to reach the cable to cut it.

With that being said, if someone does attempt to damage your Ring doorbell, the motion-activated camera will capture a video of them doing so, and you'll be able to use that as video evidence for a police report.
