Yes through the app you can indefinitely turn off the flood light

Don't think so. You can disable or set motion sensing to a low level which may prevent the lights from coming on, but then you lose motion also. The lights can be dimmed in light settings, not sure if the dim setting will work for motion events verses manual light control.
