• My router is also in my basement. I have six roku (individual tv’s) on three floors. I have had no problem with reception.

• Probaby not. You'll want to buy a WIfi Range Extender/ booster and place it upstairs. Note that if by chance your router is an AT&T one, you'll need to get an AT&T compatible extender. I learned that the hard way.
