“This Ultra will primarily be used in a fifth wheel trailer. I have Spectrum for my cell phone, which is supposed to be on the Verizon network, if I turn my phone hotspot on will the Ultra work from my phone. No problem with data usage.”

It should work fine since you are connecting it to a WIFI defacto network with your hotspot setup on your phone. You will look for the name of your hotspot network to connect the Roku to in the connection settings.
